SYRIAN ARAB REPUBLIC PRESIDENCY OF THE REPUBLIC - GENERAL SECRETARIAT Ref: 1/4784 Date: July 15, 2026 To All Public Entities With reference to Article 12 of Law No. 23 of 2022 concerning the licensing and inspection of tourism establishments, which mandates the formation of joint inspection committees by a decree from the Minister of Tourism in each governorate—comprising representatives from the respective Tourism Directorate, the concerned Governorate, the Directorate of Internal Trade and Consumer Protection, the Directorate of Finance, and the Directorate of Health in the governorate, in addition to a representative from the respective Tourism Chamber and the concerned local administrative units, provided that these committees undertake the inspection of establishments, each within its field of competence. And with reference to the Ministry of Tourism's letter No. 2886 dated April 6, 2026, regarding the execution of independent inspections on tourism establishments by certain public entities (Finance, Social Affairs and Labor, Tourism, the Governorate). You are kindly requested to take note and refrain from conducting any inspection visits to tourism establishments except through the committees formed pursuant to Law No. 23 of 2022.
