Ministry of Tourism Decision No. 1195 Instructions for the Authentication of Umrah Contracts
Decree No. / 1195 /
The Minister of Tourism:
Based on the provisions of Legislative Decree No. 41 of 1972,
And Presidential Decree No. /9/ of 2025,
And the provisions of Law No. /2/ of 2009,
And the provisions of Law No. /31/ of 2022,
Decrees the following:
The following terms shall have the meanings assigned to them below:
-Qualified Office: The tourism business location duly licensed by the Ministry of Tourism for Umrah specialization that has obtained a qualified contract from the Ministry of Hajj in the Kingdom of Saudi Arabia.
-Licensed Office: The tourism business location duly licensed by the Ministry of Tourism for Umrah specialization that has not obtained a qualified contract from the Ministry of Hajj in the Kingdom of Saudi Arabia, and has entered into an agreement with a Qualified Office to work cooperatively in the field of Umrah.
Article 1 - Attestation of the Umrah Contract:
Operating in the field of organizing and managing Umrah trips is strictly restricted to Qualified Offices and only after attesting the Umrah contract in accordance with this decree. Licensed Offices that sell Umrah trips on behalf of the contracted Qualified Offices are also permitted to operate according to the following:
The Umrah office shall present a contract with an approved Umrah services company in compliance with the regulations enforced in the destination country, either in person or through an agent holding a valid power of attorney, for attestation in the Syrian Arab Republic according to the following steps:
-The attestation of contracts begins on the 15th of Dhu al-Qi'dah and ends on the 15th of Jumada al-Thani of each year, corresponding to the period from May 2, 2026, until November 25, 2026.
-Attestation of the contract by the respective Tourism Chamber
-The Tourism Directorate in the concerned governorate shall conduct an inspection visit to the office requesting attestation to verify the physical existence and presence of the administrative staff. Based on this, the contract shall be attested by the Directorate.
-The contract shall not be attested until the aforementioned technical and administrative conditions are fully met.
-A copy of the inspection report from the supervisory visit must be attached to the copies of the contracts when submitted to the Ministry of Tourism.
