Ministry of Tourism letter No. 3571 dated 9-8-2026 regarding not refunding the invoice to the guest after payment

With reference to Law No. 23 of 2022 concerning the licensing and operation of tourism establishments, and its executive regulations issued under Resolution No. 1388 of 2022:
Within the framework of upgrading the quality of services in tourism establishments, it has been observed that some establishments (hotels and restaurants) request the return of the original invoice from the guest after payment has been settled. Since the invoice is the rightful property of the guest who paid its value, we hereby affirm that reclaiming the invoice by the host constitutes a violation under the category of /Failure to provide a formal invoice/. This violation warrants the closure of the establishment in accordance with Law No. 23 of 2022.
We kindly request you to review this matter and circulate it to the operators of tourism establishments, instructing them strictly not to reclaim the invoice presented to the guest, and ensuring the guest's right to retain it without any further intervention from the host.
